A. Procedure for using EDCS in the disability claim-taking process

EDCS is a web-based application used to record the medical information for a disability claim. The information collected in EDCS mirrors the information collected on the paper disability reports (e.g., SSA-3368, Disability Report – Adult, the SSA-3820, Disability Report - Child) and Internet Disability Reports (IDRs).

  1. Collect disability report information on the EDCS 3368 (adult) or the EDCS 3820 (child), as appropriate, using EDCS to record the claimant’s disability information that was:

    • Gathered during the claims interview with the claimant, or

    • Submitted on an IDR.

  2. Complete the EDCS 3367. The questions on the EDCS 3367 screens correspond to those on the paper SSA-3367.

  3. If EDCS exclusions or limitations are present for any claim associated with a case, establish a paper Modular Disability Folder (MDF) as the official folder.

B. General Definitions

  • A claim refers to each individual Title XVI or Title II application.

  • A case consists of all claims at the same adjudicative level, sharing the same disability report form (SSA-3368, SSA-3820, or SSA-3441), which are adjudicated using the same medical evidence. Create a new “case” for each adjudicative level.

  • A filing consists of all claims adjudicated together through all case levels (initial, reconsideration, or hearing). For example, consider concurrent claims adjudicated through all appeal levels as a filing. Every new filing begins with a new initial application or applications. Each filing must be either a Certified Electronic Folder (CEF) or paper Modular Disability Folder (MDF).
