SI 02309: Critical Birthday and Insured Status Diaries

A. Procedure - complete RZ
Use the following procedure to complete an RZ:
1. Conduct RZ
Conduct an RZ using MSSICS or the appropriate form per SI 02305.032.
2. Issues to Cover
Determine if the child meets the definition of a student (SI 00501.020B.).

Determine whether the child may be eligible for title II or other benefits (e.g., disabled adult child benefits, and private or government pension based on child's relationship to parent). If the child works, he/she may have special insured status for title II disability. If the child receives title II child's benefits and has not yet filed a disabled adult child's claim, refer him/her to a title II claims representative to take the claim.
NOTE: If title II child's benefits terminate due to attainment of age 18, a 2F alert/diary will result.
Consider the issue of direct payment of benefits.
Develop the correct living arrangement(s).
B. Procedure - RZ and diary
Use the following procedure when clearing an RZ:
1. Recipient is a Student
Clear the RZ.
Code the supplemental security record (SSR) with the Student Indicator (SY field), if necessary (i.e., Y student indicator is not on the SSR) (SM 01305.780); and
Input the TY, Type of Record Change field. (SM 01305.770) to change the TMR to DI/BI.
A disability redetermination must be completed within the year after the individual attains age 18. (DDS see DI 23570.001 through DI 23570.110 and FO see DI 11070.001 through DI 11070.040.) Use the DCF and the Post Entitlement Operational Data Store (PE ODS) to determine when the disability redetermination is scheduled. Coordinate the RZ and the disability redetermination where appropriate.
2. Recipient is Not a Student
Clear the RZ and input the TY, Type of Record Change field (SM 01305.770).
3. Recipient's Date of Birth is Wrong
If the recipient's date of birth is wrong on the SSR and the recipient is not yet age 18, correct the date of birth; this will resolve the diary and clear the profile K RZ in the next monthly merge run.
