SI 02305: Redeterminations of Eligibility and/or Payment Amount

A. Policy

1. General

RZs are completed on either MSSICS screens or one of two paper forms, Form SSA-8202-BK and Form SSA-8203-BK. Both paper RZ Forms are titled: Statement for Determining Continuing Eligibility for Supplemental Security Income Payment.

Use of MSSICS or paper forms depends on which method is the most efficient way to complete the RZ. However, MSSICS should be used for HEP and LEP/MEP cases if there is a MSSICS pending file and there is no MSSICS exclusion present or if it is more efficient to process the case by establishing a MSSICS pending file. See SI 02305.070 for guidelines on determining which method to use.

2. When to Complete MSSICS Screens

All HEP RZs should be completed in MSSICS whenever possible.

3. When to Complete Paper or MSSICS Screens

  1. The following LEP/MEP profiles may be completed on a paper SSA-8202-BK or in MSSICS; however if completed in MSSICS, a MSSICS RZ must be printed and signed, or attested to (SI 02305.003).

    NOTE: There is no abridged path in MSSICS.

4. When Not to Complete Paper Forms

Limited issue cases are not RZs and are not completed on RZ paper forms; however, LIs may be completed in MSSICS.

5. Upgrading the RZ

MEP or LEP RZs may be completed in MSSICS or on a SSA-8203-BK if the FO believes it is more appropriate. MSSICS is preferred for an active case: e.g., the FO has frequent contacts with the recipient or an active MSSICS pending file exists.

6. Institutionalized Individuals

An abbreviated RZ for certain institutionalized individuals, as explained in SI 02305.045, may be completed by documenting a Report of Contact.
