DI 81020: DDS Procedures - Electronic Process
BASIC (01-08)
The Electronic Disability Collect System (EDCS) creates an Electronic Folder Interface (EFI) Download for each claim which can be used to receipt each claim. The download contains basic data about the claimant (e.g., SSN, name, address, date of birth, claim type and level) as well as detailed data from the disability report form(s). An EDCS Routing Form is automatically generated at case transfer to the Disability Determination Services (DDS). The DDS can expect to have an EFI download on all claims listed on the EDCS Routing Form.
A. Download Not Available
If there is no EFI Download available when the DDS receives the EDCS Routing Form, review eView to determine where the case is pending (see Status/History Tab — DI 81005.055).
1. Claim Pending in the Field Office
Contact that office and request the case be transferred to the DDS. Do not receipt any claims in the case until the EFI download for all claims are received.
2. Claim Pending in Another Office (e.g., another state DDS)
Determine which office should have jurisdiction of the claim.
a. Your Office Should Have Jurisdiction
Contact the office with jurisdiction and request the claim(s) to be electronically transferred to your DDS. Do not receipt any claims in the case until the EFI download for all claims are received.
b. Other Office Should Have Jurisdiction
Mail the EDCS Routing Form and any attachments, including any remaining paper SSA-827s (Authorization to Disclose Information to the Social Security Administration [SSA]), to the other office. Post a message in eView indicating that the material was incorrectly routed to your office and your DDS is mailing it to the other office.
3. Claim Pending in Your DDS
Ask the DDS systems administrator to investigate, and if necessary, to open a priority one Change Asset and Problem Reporting System (CAPRS) ticket. Do not receipt any claims in the case until the EFI download for all claims are received.
B. EFI Download Maintenance
Reject jurisdiction of any EFI Download record if the paper related to that case is not received within the preset number of days established for your office by the regional office. When rejecting jurisdiction, indicate that the claim was rejected because no paper was received within the preset number of days. This ensures the case processing system uses the correct download during the case receipt process.
When the DDS rejects jurisdiction of the EFI Download it creates an alert on the Field Office (FO) EDCS Action Page. The FO is responsible for determining the proper jurisdiction and status of the case after DDS rejects jurisdiction.
