A. Description of the SSA-l8030
The SSA-L8030:
Explains the reason(s) for nonmedical ineligibility to the claimant, representative payee, authorized representative, and/or legal guardian; and
Notifies the individuals above about the claimant's appeal rights.
B. When to use
Send an SSA-L8030 when the claimant is ineligible for SSI payments throughout the life of the application because he/she does not meet one or more nonmedical eligibility requirements.
NOTE: If the Disability Determination Services (DDS) determines that the claimant is not disabled or blind, it prepares a manual denial notice with a personalized explanation for the medical denial.
C. Procedure
1. Multiple Reasons for Ineligibility
The SSI notice system does not generate paragraphs explaining all reasons for denial if more than one factor causes ineligibility in the same period (e.g.,claimant had both excess resources and excess income from July 1995 through August 1995). When this situation occurs for a simultaneously developed claim, suppress the systems-generated notice and prepare a manual notice that addresses all factors causing ineligibility.
NOTE: This does not apply to abbreviated applications (ABAPS). ABAPS are used if there appears to benonmedical ineligibility (see SI 00602.001). The process creates a systems record of the denial, generates an automated denial notice, and protects the claimant's appeal rights with minimal documentation. See SI 00602.001D.3.)
2. Multicategory Eligibility
The following applies if a claimant applies for SSI under aged and disability/blindness categories.
a. Aged and Disability and/or Blindness Claim Denied
If the aged claim is denied, do not input the denial decision. If the DDS denies the disability and/or blindness claim, the DDS will prepare a denial notice. In addition, the FO must prepare a manual SSA-L8166-U2 with paragraph 1116 or paragraph 1118 (NL 00804.140) which addresses the aged decision.
b. Aged Claim Denied—Disability and/or Blindness Claim Awarded
If the aged claim is denied, do not input the denial decision. If the DDS allows the disability and/or blindness claim, suppress the systems-generated notice and prepare a manual award notice per NL 00802.010D.4.
c. Aged Claim Awarded—Disability and/or Blindness Claim Denied
If the aged claim is allowed, follow NL 00802.010D.4.a. If the DDS denies the disability and/or blindness claim, the DDS will prepare a denial notice.
3. Start Date Records
The system does not generate an SSA-L8030 on start date (SD) records. See start date record notice suppression changes and actions needed in NL 00801.015.
