A. Introduction
Target Notice Architecture (TNA) does not produce a folder copy of the T2R notice. We store T2R notice information in the Online Retrieval System (ORS).
B. Description of Universal Text Identifier (UTI)
TNA uses UTIs to compose, format, and sequence the T2R notices. The notice consists of a heading, captions, paragraphs, a signature, addresses, and enclosures. The UTI is a six-part alphanumeric code that identifies the specific paragraphs or captions T2R selects for various parts of the notice.

In dual entitlement cases where an overpayment transfer involves a spouse on a non-pay (LAF AD) record to the spouse’s own pay (LAF C) record, T2R does not generate a notice for the LAF AD’s record based on data received on the Trigger Record. In this case, the manual notice process issues an incomplete notice for the LAF C record with an incomplete code of 035. The Trigger Record indicates the BICs for the LAF C’s incomplete notices. Most of these cases involve Heinz legislation. Instructions: Technicians should follow these steps: Review the LAF AD record and the LAF C record. Include LIS003, which expresses sympathy for the loss of a spouse, if applicable. Include information about surviving spousal benefits, if applicable. Provide the reason for the overpayment (retroactive death termination, work and earnings, etc.). Include the original overpayment amount. Include information on the entitlement of the Lump Sum Death Payment, if applicable. Include the amount withheld to recover the overpayment (LSDP or increase due to benefit conversion), if applicable. Include the resulting overpayment balance due. Include rights to appeal and/or request a waiver. Propose overpayment adjustment if the balance of the overpayment due is equal to or less than one month’s benefit. Propose overpayment adjustment and request refund if the overpayment balance due is greater than one month’s benefit. Include a payment stub if the overpayment is greater than one month’s benefit and we make a refund request. |

Appointed Representative (L) |

We issue a copy of the beneficiary’s notice to an appointed representative. This code is generated when: Supplemental Security Income (SSI) Windfall is processed and an appointed representative is present. T2R sends a completion code of “L” to the PCs. The technician should review the notice and process through Aurora. A cover letter addressed to the appointed representative on the notice should be the only change to the notice. NOTE: T2R produced and released a complete notice to the beneficiary. A copy of that notice is in AURORA. Instructions: If the beneficiary has more than one representative, the technician sends only one copy to the principal representative per GN 03910.040D. NOTE: Due to the Print Mail Cost-Savings project, implemented in May 2013, do not generate ENC003 (enclosures) on the attorney copies of notices. |
