A. Chart with detailed information about how each Internal Revenue Service (IRS) transaction type is categorized

The following chart lists the types of IRS documents used to provide agency data for the verification process for Medicare Part D Extra Help applications. For each report received from IRS, the Detailed Agency Screen in MAPS (accessed by clicking on “View Detailed Agency Data” on the Verification Screen) reflects:

  • the document code (i.e., the type of form submitted to IRS),

  • an indication of the type of income involved,

  • the EIN of the payer, and

  • the amount paid during the tax year of the report.

  • in course of trade or business;

  • delayed death benefits from insurance companies;

  • accrued to a REMIC (real estate mortgage investment conduit) regular interest holder, or paid to a CDO (collateralized debt obligation) holder.

Savings Bonds

  • Interest paid on U.S. Savings Bonds, Treasury Bills, Treasury Bonds, and Treasury Notes. For Series E, EE, and I bonds, the interest is paid when the bond is cashed, so that they are not countable resources (i.e., the person no longer has the bonds). Therefore, do not request verification of these bonds from the Bureau of the Public Debt. For more information about other Treasury securities, see SI 02310.049B.6.

Portion of distribution that represents net unrealized appreciation in securities of the employer corporation (or subsidiary or parent corporation) attributable to employee contributions.

Other Income

Actuarial value of annuity contract or retirement bond, retirement account exchange or death benefit payment that is part of a lump-sum distribution.

Unearned Income

 

Gross Distribution

Total amount of distribution from pensions (including disability), profit-sharing plans, retirement plans, employee savings plans or annuities before income tax or other deductions are withheld. Includes premiums paid by a trustee or custodian for current life or other insurance protection, IRA, or SEP distributions. Savings bonds distributed from a pension plan, death benefit payments, and death payments made by employers that are not part of a plan. In the case of a distribution representing certificates of deposit, the net amount is reported.

NOTE: A 1099-R for an IRA, 401(k), or similar account indicates a resource (not unearned income). In this situation, follow the verification and documentation instructions in HI 03035.007A.3.
