SI 02305: Redeterminations of Eligibility and/or Payment Amount

A. Introduction
This section provides procedures for developing recipient allegations about changes in household composition during the RZ interview.
B. Description of RZs Completed on MSSICS Screens
Opening a “REDETERMINATION with or without RECAPs” event creates a MSSICS “path” which guides the interviewer to the appropriate screens to document allegations and evidence relating to changes in household composition, as necessary.

Question 3 on the form SSA-8202-BK— Since the date above, has anyone moved into or out of the place where you live? (also, report births and deaths of people living with you)
D. Description of Form SSA-8203-BK - Question 6
Question 6 on form SSA-8203-BK — Since the date above, has anyone moved into or out of the place where you live (including births and deaths)?
E. Policy
The number, relationship and ages of persons who share the household affect LA/ISM development.
Ages of people in the household are important.
EXAMPLE: A child's age can be a factor in developing LA, inside ISM, or deeming.
F. Procedure - General
Skip question 3 on the SSA-8202-BK or question 6 on form SSA-8203-BK if the recipient's permanent residence is an institution.
G. Procedure - Developing Allegations
Developing allegations about changes in household composition as follows:
1. Recipient alleges no change in Household composition
If the recipient alleges no change in household composition and other information in SSA records agrees, do not develop changes in household composition further.
2. Recipient alleges a change in household composition or no change
If the recipient alleges a change in household composition or no change and other information in SSA records conflicts, develop, as necessary per:
Marital status (SI 02305.083)
Deeming of income and resources per SI 01320.000, SI 01330.000
LA/ISM (SI 00835.001 - SI 00835.600)
State supplementary payments per SI 01410.001
Child/student-child status per SI 00501.010 and SI 00501.020
NOTE: Accept allegations of ineligible child status, unless there is reason for doubt, and ineligible child's student status, unless the student child is under 21 and alleges earnings.
Consider possible changes in ineligible child allocations.
H. Procedure - Documenting Allegations
Document information as required by POMS instructions for the issues listed in SI 02305.088J.
SSA-8202-BK - List individuals who move into or out of the household and document material information in REMARKS section of the form.
SSA-8203-BK - complete the fill-in spaces on the form. If necessary, use the REMARKS section of the form, too.
SSA-8006-F4 - Complete an SSA-8006-F4 for RZs completed on paper forms, if necessary per SI 00835.600.
MSSICS — Document material information on the LHHC and associated screens. See MSOM MSSICS 010.013 for instructions on completing the LHHC screen.
I. Procedure - Determining Protective Writing
Determine if protective writing (also known as protective filing) exists for any individuals who moved into the household (i.e., they are age 65, blind, or disabled) per the following instructions:

GN 00204.012 and SI 00601.037B for protective writing closeout procedures;
GN 00202.001 for the definition of a lead; and
SI 00601.037B. and SI 00601.037C. for disposing of a lead.
