BASIC (01-08)

The Case Data tab displays disability report information from Electronic Disability Collect System (EDCS) in two basic formats:

  • Case Data view, and

  • Forms view.

To access information in these views use the navigation tree on the left side of the display.

NOTE: A Record of Change (ROC) folder will appear only if Record of Change data exists on a case. For details on ROCs, see Case Data Tab - DI 81005.045C.

A. Forms View

The forms view:

  • Displays the disability report data, by case level and report number, as it existed at the time the case was successfully transferred from the FO;

  • Represents the “official” version of the disability and medical reports that closely resemble paper documents; and

  • Lists the major sections of the report and allows the user to view all the information as it was entered in EDCS.

Each time a legacy system user adds, modifies, or approves a determination, an Electronic Folder (EF) transaction is created that contains this information.

If a Field Office (FO) or Disability Determination Services (DDS) determination was made, the user can select (by level, claim and date) and view the resulting SSA-831 from the navigation tree in the left pane of the screen. The SSA-831 can be found in two places in the CEF:

  • As an image in the Case Documents sections of eView under Section A; and

  • For cases worked by DDSs using the newest versions of the electronic folder interface (EFI) software, as formatted data in the Case Data section of eView.

NOTE: To be certain accurate information is used, FOs and other components should take actions based on the latest imaged document of the SSA 831 Disability Determination found under the Section A of “Case Documents” tab of the CEF, as multiple 831s can exist.

B. Case Data View

The case data view:

  • Displays the disability data in logical groups based on categories of information (e.g., contacts, medical sources, tests, medications, medical release (827)) for single viewing to perform particular tasks;

  • Displays a list of the categories of related information in a concise format;

  • Enables the user to select and view all the information entered or propagated into EDCS as well as any information added to the EF that pertains to the selected category (e.g., Case Information, Allegations, Sources); and

  • Displays all of the data by case level, including data that has been changed on the mainframe and propagated to eView through the Update-After-Transfer (UAT) process. For details on UAT, see Using the Update-After-Transfer Utility - DI 81010.095.

Each time a legacy system adds, modifies, or approves a determination, an EF transaction is created that contains this information.

If an FO or DDS determination was made, users can select (by level, claim and date) and view the Disability Determination and Transmittal (SSA-831) created from the navigation tree in the left pane of the screen.

EDCS annotates the Case Information Screen in Case Data View when an Internet disability report existed but was not propagated into EDCS. In the Client Dates section of the Case Information screen, the type of Internet Disability Report (IDR) that failed to propagate into EDCS is shown along with the reason that the form could not propagate.

C. Record of Change (ROC)

To maintain the integrity of the electronic case, a record of change to certain case information is captured and maintained in the ROC folder.

The ROC:

  • Tracks changes to the record and identifies when and who made them.

  • Consists of a “snapshot” or picture of how the case looked before the changes;

  • Identifies the event that caused the change, the person who made it and when the snapshot was taken (i.e., receipt of Internet data)

  • Provides a history of changes made to the record and the information that was affected. If an EDCS case is deleted, the entire record, including any ROCs that may have been generated, is deleted.

    NOTE: The ROC contains a snapshot of all information in every section and does not identify what information, was changed. This means you must compare data in the record to determine what changed.

1. When a ROC is Captured

ROC data is captured and stored when:

  • An Internet Disability Report (IDR) is propagated to EDCS;

  • A case with an IDR is transferred;

  • A FO determination is signed on one or more claims (thereby changing the case’s status to closed); or,

  • A case is updated after case transfer via the Update-After-Transfer Utility. For details, see Using the Update-After-Transfer (UAT) Utility - DI 81010.095.

2. ROC Display

If a ROC exists on a case, eView displays a ROC folder icon on the Case Data Tab. Selecting the ROC folder icon will display a list of ROC “snapshots”. Snapshots are views of the data associated with a particular case at a particular moment that have been recorded on the case. The ROC header includes all of the following information:

  • The date the snapshot was taken;

  • Who took the action that caused the snapshot to be taken;

  • The office code of that person at the time the snapshot was taken.; and

  • The event that caused the snapshot to be taken.

Under the Case Data tab in the Record of Change folder, the hypertext links in the navigation tree now displays historical data snapshots based on the appropriate adjudicative level (Initial, Reconsideration, and Hearing).
