A. Policy

The component responsible for the adverse reopening is determined by the level of the prior CDR determination.

1. Initial CDR determinations

The disability determination service (DDS) is responsible for preparing adverse reopenings of initial CDR determinations.

2. Reconsideration CDR determinations

The disability hearings unit (DHU) has jurisdiction of adverse reopenings of reconsideration determinations.

C. Procedure

1. Destination of folder

Route folder to the field office (FO) for appeals period.

2. SSA-408 (Route Slip) entry

Indicate type of case—“CDR Adverse Reopening Indicated.”
