DI 11050: Railroad (RR) Cases

BASIC (10-07)

Follow these instructions when transferring claims in Electronic Disability Collect System (EDCS).

A. Coding the MCS/MSSICS Development Screens - RR Cases to GLPSC-DPB

  • Create the DDSDEC issue and set a 90-day tickle on the DW01 for both MCS and MSSICS.

  • Show the DDS code of V32 on the ADIB (MSSICS) and the DW01 Remarks (MCS).

  • Enter "Career RR Case" or “Dependent RR Annuitant” in the SSA-3367, Disability Report-Field Office, Remarks section.

B. Concurrent Title II/Title XVI Claims with RR Involvement

If the non-disability requirements are met on both claims:

  • Transfer claims in EDCS to V32 and mail paper associated with the case to GLPSC-DPB under cover of the EDCS Routing Form per DI 81010.085, Transferring Cases in Electronic Disability Collect System (EDCS).

  • Effectuate the presumptive disability decision if the criteria are met.

NOTE: If the FO subsequently determines that the claimant is not eligible for SSI, the FO closes the Title XVI portion of the case on EDCS, which automatically notifies GLPSC DPB.

If the SSI non-disability requirements are not met:

  • Prepare a Report of Contact (RC) for the SSI file showing “Title II/Career RR claim forwarded to GLPSC-DPB on (date),” and send only the Title II claim to GLPSC-DPB. Be sure to include all evidence pertinent to the Title II claim;

  • Enter “SSI denied by FO on non-disability issue” in the SSA-3367, Remarks section to alert GLPSC-DPB as to the disposition of the SSI claim; and

  • Retain any SSI claims related materials in the FO.

C. Completing the EDCS Screens

  • Add the flag: “Railroad Disability Case – GLPSC DPB”, along with any others that apply.

  • Verify the destination code V32 is on the Transfer screen.

  • Identify the claim as either “CAREER RAILROAD” or “DEPENDENT RR ANNUITANT” on the EDCS routing form remarks section.

D. Transferring Case to GLPSC-DPB

  1. Include a signed and dated SSA-827 in EDCS using any of the acceptable signature methods listed in DI 11005.056A.2.

  2. Transfer claims in EDCS to V32, and mail any medical evidence of record (MER) or the MDF if required (see NOTE below), with the EDCS Routing Form to:

NOTE: If a case is a certified electronic folder (CEF) exclusion, but is not an EDCS exclusion, a Modular Disability Folder (MDF) must be created and forwarded. See DI 81010.030, Certified Electronic Folder (CEF) Exclusions and Limitations.
