DI 11010: Initial Disability Claims Processing

A. Introduction
These instructions apply when the claimant is engaging in SGA or was engaging in SGA through the date Disability Insurance Benefit (DIB) insured status was last met, and a period of disability cannot be established nor is a visual impairment alleged Claims Involving Work Activity - DI 11055.045. See Work Reports -DI 13010.020 - DI 13010.025 for Continuing Disability Review (CDR) cases involving work activity and Return to Work Within a Year of Onset (Title II) – DI 13010.105 for special considerations regarding a claimant's return to work within 12 months of onset.)
For SGA denials for electronic claims entered in Electronic Disability Collect System (EDCS), see Processing Field Office (FO) Determinations - DI 81010.140D. For claims not entered into EDCS, complete the SSA-831 (Disability Determination and Transmittal) per Completing the SSA-831 - DI 11010.205.
B. Policy -- Using the SSA-831
Reminders when using the SSA-831 include:
Use an SSA-831 to transmit cases to the Disability Processing Branch (DPB) at the Program Service Center (PSC) or Disability Determination Services (DDS) when the case is an EDCS exclusion. See Certified Electronic folder (CEF) Exclusions and Limitations - DI 81010.030.

Complete a separate SSA-831 for each claim filed.
EXAMPLE: An individual files a DIB claim on his/her own SSN and also files a Childhood Disability Benefits (CDB) or Disabled Widow(er)s (DWB) claim on another SSN, complete an SSA-831 for each claim.
Print three copies (folder copy, Vocational Rehabilitation copy, and State Agency copy) and place in the inside front of the paper folder or fax to the electronic folder per Faxing Documents into the Certified Electronic Folder (CEF) Using Barcodes - DI 81010.090.
