A. BACKGROUND
Before 9/22/61, service performed by Peace Corps volunteers and volunteer leaders is not covered under Social Security. Service is covered under Social Security beginning 9/22/61. The 1983 Amendments (as discussed in the above regulation citations) which provide coverage to Federal civilian employees beginning January 1, 1984 do not affect the coverage status of services performed by Peace Corps volunteers and volunteer leaders.
B. POLICY
The Act, as amended in 1961 by the Peace Corps Act (PL 87-293), provides Social Security coverage for citizens and nationals of the U.S. enrolled as volunteers or volunteer leaders in the Peace Corps. Volunteers and volunteer leaders enrolled in the Peace Corps are also covered while detained, assigned or otherwise made available by the President of the U.S. to any Federal agency or State or a subdivision thereof, other governments and departments and agencies thereof, educational institutions, labor unions, and other types of organizations, individuals and firms.
C. DEFINITIONS
1. Peace Corps Volunteers
Qualified citizens and nationals of the United States who are enrolled by the President for service abroad.
2. Peace Corps Volunteer Leaders
Qualified citizens or nationals of the United States whose services are required for supervisory or other special duties or responsibilities in connection with programs under the Peace Corps. Volunteer leaders are also enrolled by the President.
NOTE: To be a “qualified” citizen or national of the United States you must be a U.S. citizen at least 18 years of age. Married couples without dependent children may be accepted if both spouses qualify for an assignment. There is no upper age limit. The Peace Corps prohibits discrimination based on race, color, national origin, religion, age (over 40), sex, disability, political affiliation, and sexual orientation.
