POLICY

If the NH or some other person provides a house rent free, consider the fair rental value as income to the claimant if the contributor owns the property and pays the maintenance costs.

NOTE: Maintenance costs do not include ordinary utilities.

When the contributor actually pays the rent for the premises, the contribution is the amount of such rent.
