A. Policy
The Social Security Act provides for the 1965 OS PIA method.
1. Eligibililty Requirements
The 1965 OS method applies if:
The 1977 or 1967 simplified OS computations do not apply.
NH has at least one QC prior to 1951.
Date of birth is before 1/2/1929, or date of birth is after 1/1/1929 with less than six QCs after 1950.

The NH:
becomes entitled to RIB or DIB based on an application effectively filed after 1965; or
dies after 1965 with no prior entitlement; or
qualifies for a recomputation or recalculation.
NOTE: A DIB which terminated due to medical recovery or SGA is not considered prior entitlement for this purpose.
2. Definition - Increment Years
An increment year is a calendar year before 1951 in which NH earned at least $200 and is not a year wholly within a freeze period.
B. Procedure
Determine the number of elapsed years, applicable base years, and benefit computation years and determine the PIA as under the 1967 Simplified OS or the 1977 Simplified OS as would be applicable if the pre-1951 period of disability had not been established.
