A. Policy for flexible assignment of QC based on wages for agricultural labor
Agricultural QCs may be assigned to quarters other than those described in RS 00301.320, if that will give the number holder (NH) required insured status at an earlier date to meet the QC requirements for Disability Insurance Benefits(DIB) as described in RS 00301.120 or DIB freeze as described in RS 00301.130.
Similarly, assign QCs to different quarters of the year if such action enables the NH to meet the eligibility requirements for certain types of computations and recomputations.
1. 1951 - 1954
We credit agricultural labor QCs in 1951 through 1954 as regular wage QCs.
2. When QC are acquired
A NH acquires QCs for agricultural labor as of the first day of the quarter to which we assign them.
B. Example
When John Doe filed for Retirement Insurance Benefit (RIB) in 03/2010, he lacked a single QC for fully insured status. We disallowed his claim. In 11/2010, he received $1200 in wages for services in agricultural labor and became fully insured. We must assign the QC attributable to the $1200 for agricultural labor to the 03/2010 quarter, and benefits are payable retroactively to 01/2010. A new application is not required. We will award benefits based on the disallowed application filed in 03/2010, since we fully insured the NH at the time of filing by assigning the QC to the 03/2010 quarter.
