A. Policy

An EN is a qualified entity that enters into an agreement with SSA to function as an EN under the Ticket to Work program. An EN is responsible for coordinating and delivering employment, vocational rehabilitation, or other support services to beneficiaries with disabilities who assign a ticket to the EN. The EN delivers these services under an Employment Plan (see DI 55020.001). Also, see DI 55010.001 for general policy information about ENs and DI 55000.000 for thorough information about the Ticket to Work program.

Disclosure may be made to ENs having an approved business arrangement with SSA to perform vocational rehabilitation services for SSA disability beneficiaries and recipients in connection with the Ticket-to-Work program under section 1148 of the Social Security Act. Relevant information may be disclosed from the following systems of records:

• 60-0050—Completed Determination Record – Continuing Disability,

• 60-0295—Ticket-to-Work and Self-Sufficiency Program Payment Database, and

• 60-0300—Ticket-to-Work Program Manager (PM) Management Information System.
