A. Requirements for resumption from suspension or termination
1. Required eligibility or entitlement
Do not resume or reinstate benefits following a suspension or termination until it is determined that the beneficiary meets all of the requirements for eligibility or entitlement effective with the month of resumption or reinstatement.
2. Resumption of benefits
Do not resume benefits without evidence showing that the beneficiary meets all of the requirements for eligibility or entitlement. Refer to the specific policy related to entitlement requirements in POMS to determine payment eligibility. Example: For policy related to student entitlement requirements, see RS 00205.400.
When a determination reverses or revises a suspension or termination of benefits do not take a new claim. In these situations, resume benefits for all months from the date of suspense or termination through the period that the beneficiary continues to meet eligibility or entitlement requirements.
3. When a claim application is required
A new claim application is required to establish reentitlement to benefits except in cases:
of a reversed or revised suspension or termination of benefits, or
resolution of an erroneous death record, see GN 02602.055.
4. Reversal or revision of a number holder’s termination
When a determination reverses or revises a termination of benefits for a number holder (NH), also resume auxiliary benefits on that claim for all months from the termination date through the period that the auxiliary continues to meet eligibility or entitlement requirements on that claim.
5. Resumption or reentitlement notice
When we resume payment following a suspension or termination, notify the beneficiary and their representative payee (as appropriate) in writing regarding the reinstatement action. Include the expected payment date and appeal rights in the notice if the reinstatement is an initial determination. See GN 03101.070 for actions considered initial determinations.
B. Address and direct deposit verification for resumption or reinstatement of benefits
Verify the payment address and direct deposit information prior to resumption or reinstatement of benefits if:
the report is received from a third party, or
the beneficiary has been in nonpayment status for 3 months or more.
