GN 01040: Establishment of Diaries and Listings

A. Introduction

All diaries established (except for diary code 99) will call the claims up for review 60 days after the diary is established unless a later due date is entered into the system. Adjudicators should modify the systems generated diary date if a due date other than 60 days is needed or required. Adjudicators should also delete systems propagated diaries if they are unnecessary. For example, a 016 diary for post 1967 military service should be deleted prior to adjudication. Diary code 99 will call up the claim for review 120 days after the diary is established.

The list of diary codes is included in this chapter as a convenience and general aid to FO and PC personnel. This list cannot be used as the sole source to determine when a diary should be coded onto a claim. That decision is an adjudicative decision based on the type of issue being diaried, and the policy relating to that issue. Diaries should be entered based upon careful review of the various pertinent POMS sections to which the codes apply.

Note that when the diaried action is completed prior to the maturing of a DO/BO or PC initiated diary or if an established diary is unnecessary, the FO should instruct PSC to cancel the diary by faxing the SSA-409 into PSC paperless at the time the diaried action has been completed if it has not yet matured or at adjudication if the diary is unnecessary. B. Kinds Of Diary Codes

Here are the diary codes.

Requests for information outlined in RS 01401.000 including quarterly breakdown, employer's failure to report properly, and discrepancies between alleged or reported amounts.

Coverage

 

Questions arising in employment or deduction cases, relating to wages, and rules discussed in RS 02101.000, and RS 01901.000 and RS 01505.000. (For State and local Statute of Limitations, use Code 17.)

Employment History

 

Questions relating to a NH's allegations and employment history.

Self-Employment

 

All SE questions relative to trade or business, net earnings exclusions and computations of net earnings (except code 86 cases). See RS01801.001 - RS 01804.000

Railroad Compensation

 

For requests pertaining to railroad compensation, see RS 01601.000.

Veterans Provisions

 

For veterans credits or deemed insured status, see RS 01702.000 ff.

Statute of Limitations

 

(Including State and local; RS 02201.001 and RS 01505.000.

Computations and Recomputations

 

For questions relating to computations and recomputations, see RS 00601.001 ff.

Completion of Application Forms

 

Requests as a result of improper or ambiguous completion or omissions from application forms not covered under specific development codes.

Proper Address

 

Requests to obtain proper address for NH or auxiliaries.

Auxiliary, Survivor or LSDP Application

 

Requests for development of potential auxiliary, survivor or LSDP claims. (A code 23 diary must be entered if an application for a delayed claimant is needed. If the application has been taken, enter the diary code for the outstanding evidence, e.g., 31 - proof of relationship, 33 - dependency and support, 51 - proof of age, etc.)

Requests relating to the suspension or termination of benefits or deduction items.
