Policy
1. General
IBO has jurisdiction over all cases in which at least one claimant or beneficiary resides, or uses a mailing address, in a foreign country other than:
The British Virgin Islands;
Canada;
The Philippines; and
Western Samoa.
2. Preadjudicative development
IBO is responsible for:
Developing all claims leads and inquiries;
Undertaking all development required to make a determination on a claim—including termination, suspension and deduction information; and
Handling preclaims earnings discrepancies involving NH's in foreign countries not listed in 1.
3. Postadjudicative development
IBO is responsible for:
Developing and controlling unresolved issues on claims which can be partially adjudicated, even if the claim has been authorized and forwarded to the module;
Developing student claims where an entitled child files for student or disabled child benefits; and
Developing representative payee changes.
