F1 students with a scholarship, reduced tuition, fellowship, or graduate assistantship which requires on-campus employment and who do not receive regular pay stubs, must also submit evidence of general on-campus employment status in addition to evidence of nonimmigrant status per RM 10211.135 and Form I-20 (Certificate of Eligibility for Nonimmigrant Student Status).
A. Evidence of on-campus employment status for an F1 with a scholarship or reduced tuition
To prove employment status, an F-1 student who will receive or who is receiving a scholarship or reduced tuition fees in exchange for teaching or other services must submit:
a letter from Designated School Official (DSO); and

an employment letter in accordance with the evidence requirements.

B. Evidence of on-campus employment status for an F1 with a fellowship or graduate assistantship
To prove employment status, an F-1 student who has received a fellowship or graduate assistantship must present:
a letter from the DSO; and
letter of acceptance, which outlines the stipulations of the work portion of the fellowship or assistantship.
This letter of acceptance does not need to show a start date for the employment. If the start date is shown it must be entered into the Enumeration system. The employment start date must be within 30 days from the SS-5 (Application for a Social Security Card).
