A. Informal denial notice - VB 05001.011
Description: This notice will be used to closeout protective inquiries and writings when the claimant clearly appears not to meet the qualification criteria.
B. Close-out notice - (SSA or FSP service area) - VB 05001.012
Description: This notice will be used to closeout protective inquiries and writings, and provides a deadline by which an application must be filed. This close-out notice will be used when the contact resides in the United States, U.S. territories, Commonwealth of Puerto Rico, or in the Philippines (because he/she may come into a field office or the FSP to file the claim and provide the necessary evidence).
C. Close-out notice - (not SSA/FSP service area) - VB 05001.013
Description: This notice will be used to closeout protective inquiries and writings, and provides a deadline by which an application must be filed. This close-out notice will be used when the contact does not reside in the United States, U.S. territories, Commonwealth of Puerto Rico, or the Philippines (i.e., it is expected that all claims development will be done by mail).
D. Request for information - (SSA/FSP service area) - VB 05001.014
Description: This notice will be used to request additional information or evidence when an application has already been filed. It will be sent to a contact who resides in the United States, U.S. territories, Commonwealth of Puerto Rico or the Philippines. The contact is asked to mail or bring the information or evidence to the local office (i.e., the U.S. Social Security office or VARO).
E. Request for information - (NOT SSA/FSP service area) - VB 05001.015
Description: This notice will be used to request additional information or evidence when an application has already been filed. It will be sent to a contact who does not reside in the United States, U.S. territories, Commonwealth of Puerto Rico or the Philippines. (i.e. it is expected that development will be done by mail).
F. Notice of qualification - VB 05001.016
Description: This notice will only be used when a claimant resides in the United States. It informs the contact that the SVB qualification criteria have been met and provides four months after the month the notice is sent for the claimant to establish foreign residence. (See VB 05001.010H. for claimants who reside outside the United States).
G. Formal denial - VB 05001.017
Description: This notice will be sent when an application has been filed and it is determined that the claimant is not entitled to Special Veterans Benefits.
H. Award notice - VB 05001.018
Description: This notice will be sent when it has been determined that the claimant is entitled to receive Special Veterans Benefits. It will be used when a claimant, who has already received a notice of qualification, establishes foreign residence. It will also be used when an applicant applies for SVB outside the United States and is notified of qualification and entitlement in a single notice. It includes information on when payments will begin and the monthly benefit amount.
I. REP payee appointment notice - VB 05001.019
Description: This notice will be used to inform the veteran that a representative payee has been appointed to receive benefits on the veteran's behalf. This notice is appropriate for both competent and incompetent veterans.
J. Notice to non-selected payee or former rep payee - VB 05001.020
Description: This notice will be used to inform an applicant that he/she was not selected as payee. The notice will also be sent to a former title VIII rep payee when a new title VIII payee has been selected.
K. Notice to legal guardians - VB 05001.021
Description: This notice will be used to inform a veteran's legal guardian that a representative payee has been appointed. This notice will be sent to the legal guardian whether or not the legal guardian was a former payee or an unsuccessful payee applicant.
