A. INTRODUCTION
The Department of Veterans Affairs (VA) has numerous programs which make payments to SSI recipients and their families. For SSI purposes, treatment of those VA payments depends on the nature of the payments. The most common types of VA payments are explained in the following sections:
Pension, SI 00830.302
Compensation, SI 00830.304
Educational Assistance, SI 00830.306
Aid and Attendance Allowance, SI 00830.308
Housebound Allowance, SI 00830.308
Clothing Allowance, SI 00830.310
Payment Adjustment For Unusual Medical Expenses, SI 00830.312
Payments to Vietnam Veterans' Children with Spina Bifida, SI 00830.318
Insurance Payments, SI 00830.160 (for disability insurance) and SI 00830.545 (for life insurance).
B. PROCEDURE
Explore the possibility of receipt of, or potential eligibility for, a VA payment, whenever it comes to your attention that a claimant or recipient is:
a veteran;
the child or spouse of a disabled or deceased service person or veteran;
an unmarried widow or widower of a deceased service person or veteran;
the dependent parent (see SI 00830.314C.9.) of a disabled service person or veteran;
the surviving parent (see SI 00830.314C.10.) of a service person or veteran who died from a service-connected cause.
NOTE: See SI 00510.001, Eligibility for Other Program Benefits. The Social Security Act requires that a claimant or recipient who is potentially eligible for some VA benefits must apply for those benefits.
