RS 02001: International Agreements

A. OPERATING POLICY

A worker or employer who wishes to apply for a special exception should write to the agency in the country where the worker wishes to be covered at the address given in the following chart:

The letter requesting the special exception should:

  • provide all information needed to issue a coverage certificate (see RS 02001.546) and

  • explain why a special exception is desired.

B. PROCESS DESCRIPTION — AGENCY ACTION

This chart shows how a request for a special exception is processed by SSA and the counterpart agency in France.

Stage What happens

First agency

  • receives letter requesting special exception

  • evaluates request and determines whether to approve

  • if disapproved, writes back to worker or employer and denies request

  • if approved, writes to agency in other country requesting concurrence

Other agency

  • receives request for concurrence from first agency

  • evaluates request and determines whether it agrees

  • notifies first agency of its decision

First agency

  • if other agency agrees, grants request and issues certificate of coverage

  • if other agency disagrees, denies request
