RS 02001: International Agreements

The agreement provides that either country may grant an exception to the coverage rules provided the other country agrees and the person will remain subject to the coverage laws of one of the countries.

A request for a special exception should be made to the country with which the person wishes to remain covered. In the U.S., requests should be made to the SSA. In Norway, requests should be made to:
