Develop a claim only if the veteran died without the required insured status for the type of survivor benefit involved and there is a survivor who is not entitled to monthly RSI benefits, and any of the following is received:
DD-1300 (Report of Casualty) from the service department showing the veteran died on active duty, active duty for training, or inactive training duty after 1956; or
an official communication, such as a letter or telegram, from the service department showing the veteran died in the service after 1956; or
VA Form 21-4180 - see RS 01702.580 for processing this form.
If the above requirements are met:
Develop an application for benefits, including all the necessary proofs.
Obtain a certified earnings record.
Prepare the award per RS 01702.553 and forward to the reviewing office for referral to the VA.
Prepare a disallowance for any claimant not included on the award.
