A. Policy

A homebound student is an individual who is forced to cease actual physical presence in the classroom due to illness, injury or other circumstances beyond the student's control.

NOTE: If the student is homebound due to illness or injury, discuss the possibility of disabled child's benefits with the student.

A homebound student can be considered in full-time attendance (FTA) if he/she is:

• Considered by the school to be in FTA based on individual assigned study and home visits by a teacher;

• Expected to spend at least 20 hours per week on a combination of tutoring by a visiting teacher and individual assigned study; and

• Expected to complete the course at the same time as the students in actual physical attendance.

B. Procedure

Obtain a statement from the student explaining why he/she ceased class attendance. If the statement indicates that the student is homebound due to illness, injury, or other circumstances beyond his/her control, contact the school and ask if the student is:

• Considered to be in FTA based on individual assigned study and home visits by a teacher;

• Expected to spend at least 20 hours per week on a combination of tutoring by a visiting teacher and individual assigned study; and

• Expected to complete the course at the same time as the students in actual physical attendance.

If the information obtained from the school verifies FTA, award benefits or continue entitlement if all other entitlement factors are met.

If the student is not in FTA, deny benefits or terminate entitlement.

NOTE: Do not consider a student who is in a home school by choice to be a homebound student. (See RS 00205.275 for policy on home schooling.)
