A. Process for SSN assignment
Beginning June 25, 2011, we assign all SSNs randomly. Prior to June 25, 2011, SSA assigned SSNs within the confines of the area numbers allocated to a particular State based on data keyed to the enumeration system. Central assignment of SSNs proceeded from the lowest area number in a given State through the highest area number in that State, using the same group number. SSA no longer allocates area numbers to specific states.
B. Field office (FO) assignment of SSNs and issuance of cards
Until 1972, FOs assigned SSNs based on blocks of pre-numbered SSN cards furnished to each FO. The FO typed the number holder's name on the pre-numbered card. For replacement cards, the FO manually typed the SSN and name on blank SSN cards.
Until 1982, FOs issued and typed duplicate SSN cards based on Central Office (CO) verification of the number holder's SSN.
C. Central office assignment of SSNs and issuance of cards
In March 1972, we began assigning SSNs and issuing SSN cards centrally from Baltimore, MD. The SSN and name, for both original and replacement cards, are printed on the card and mailed from central locations to the number holder at the address furnished on the application.
NOTE: A very small number of SSN cards have the SSN and name typed manually in central office (CO). For example, to replace cards mutilated in the automated printing process for which name, address, and SSN are still legible).
