8001. ACKNOWLEDGMENT OF LETTERS OF INQUIRY RECEIVED DIRECTLY TO THE DIVISION OF INTERNATIONAL OPERATIONS FROM BENEFICIARIES, CLAIMANTS, ETC.
This is to acknowledge receipt of your recent inquiry. Your letter has been referred to the social security office, ( address) . Someone from that office will be in contact with you shortly.
8003. REQUEST TO SEND BENEFITS DUE A PERSON IN BARRED COUNTY TO OUTSIDE ADDRESS
No benefits are payable to the beneficiary at this time due to the regulations of the United States Treasury Department which prohibits the delivery of United States checks to residents of ( name of barred country ). In addition, the United States Treasury Department regulation expressly prohibits the recognition of the use of the power of attorney for the receipt or collection of checks, or the proceeds of checks from persons located in ( name of barred country ).
8004. CONDITIONS UPON WHICH PAYMENT MAY BE MADE TO RESIDENTS NOW IN BARRED COUNTRY
The Treasury Department restriction on the issuance of checks to ( name of barred country ) has no effect on eligibility to benefits of a United States citizen under the social security law. If and when the Treasury Department restriction is removed, or if the beneficiary moves or visits a country to which checks may be sent, all the withheld benefits to which he is otherwise entitled may be paid. However, this may be done only upon the satisfactory establishment of the beneficiary's identity and continued eligibility to the accrued monthly benefits.
8008.1 DECEASED NOT INSURED—UNCREDITABLE PHILIPPINE MILITARY SERVICE
Official records show that (a), (b), or (c) did not serve as a member of the Philippine Scouts nor as a member of the regular Armed Forces of the United States. Therefore, (d) or (e) no creditable service under Title II of the Social Security Act.

8008.2 GUERRILLA UNIT SERVICE IS NOT COVERED
Official records show that (a), (b), or (c) did not serve as a member of the Philippine Scouts nor as a member of the regular Armed Forces of the United States. Service in a guerilla unit only is not creditable under Title II of the Social Security Act.

8010. REQUESTING A VA RECORD CHECK IN THE PHILIPPINES — CLAIMS FIXER (TO VARO PERSONNEL)
A review of the file shows the name of (a) , a known claims helper, appears on (b) name of document . The exact extent of his involvement is uncertain. In accordance with existing instructions, please conduct a personal record check at the office issuing the enclosed documents and submit a statement of verification.

As of this date, we have not received a reply to either of our previous requests. Please assist us in securing a response. We are unable to take further action on this case without the Foreign Service post's reply.
