HI 00815: State Enrollment of Eligible Individuals
Many of the buy-in problem cases involving individuals who are or were SSI recipients are caused by an inconsistency between the SSI Master (SSR) record and the SID line on the MBR. In an auto-accrete State, the Third Party Master (TPM) record is updated whenever there is a change in the SID line. If the SID line is not updated, the TPM will not reflect the individual"s most recent status regardless of what is contained on the SSI Master. In an alert State, if the SID line on the MBR is not updated, the State will not receive the SSI accretion or deletion alert record to use in making a buy-in coverage determination.
If the SSI data on the SSR and the MBR are inconsistent , follow the procedures in SM 01301.325; HI 00815.082 to force a finder from the SSR to the MBR to update the SID field.
The identifying data on the MBR and the SSR must be consistent otherwise the force finder will become an exception.
Obtain an MBR printout approximately 14 days after the force finder is input to verify that the SID line was updated. If the SID line was not corrected, send a CMS-1957 to CMS Central Office at the address shown in HI 00815.088C.3. Annotate the CMS-1957 "SID Field correction attempted on (show date) at the top of the form".
Auto Accrete State Only - diary the case for 60 days after the SID line has been updated and obtain another MBR printout to determine whether the Third Party line is consistent with the date in the SID line. If the Third Party line is incorrect, send a CMS-1957 to CMS Central Office at the address shown in HI 00815.088C.3.
