When a person alleges non-receipt of a dual entitlement paper check, verify the acceptable reporter (e.g. beneficiary) of non-receipt through the interview and screening process.

If the beneficiary alleges dire need, process the non-receipt using the immediate payment criteria.

If the allegation does not meet the dire need criteria, take appropriate steps to process the non-receipt per GN 02406.000.
