A. Process for direct deposit mass enrollment
- A. Direct deposit mass enrollment
Special “mass enrollment” operations occur the first year direct deposit is available in a particular country. Mass enrollment also occurs when the Regional Federal Benefits Officer or consular office wants to increase direct deposit use. Beneficiaries residing in that country receive:

Mass enrollment also occurs when the Regional Federal Benefits Officer (RFBO) wants to increase direct deposit use. During mass enrollment, beneficiaries residing in a particular country receive:
- * an enrollment form designed for that country;
- * a pre-addressed return envelope; and
- * a message describing the benefits of direct deposit and the contact information for direct deposit changes or problems.
Beneficiaries who elect direct deposit complete the forms and return them to the address indicated. Then the technician inputs the direct deposit data on the beneficiary’s title II record.

A beneficiary can find out more information about direct deposit by contacting the nearest U.S. Embassy, consulate or U.S. Social Security office. They could also write to our agency at the following address: Social Security Administration P.O. Box 17769 Baltimore, MD 21235-7769 USA
- Beneficiaries must submit IDD requests via a signup form developed for that country or any document containing required banking information. IDD enrollment forms are available for each country. For more information, see GN 02402.220D.
Beneficiaries must submit requests for direct deposit to a foreign financial institution (FI) via a signup form developed for that country or another type of form that provides the same information. For post entitlement direct deposit enrollments or direct deposit changes, signup forms are available for each country on PolicyNet. A technician can print a copy of an IDD sign up form for the beneficiary. Beneficiaries complete the forms, sometimes with the assistance of their FIs, and route the forms for processing. For a list of countries that have forms available see GN 02402.220D.
- Technicians in the federal benefits unit (FBU) can print an IDD enrollment form for a beneficiary upon request. The beneficiary completes the form and submits the form to the FBU or the Office of Earnings and International Operations (OEIO) for processing.
The appropriate component processes direct deposit enrollments that are not part of mass enrollments. We consider the following offices as processing components:
* the Federal Benefits Unit (FBU),
* the Consular office,
- Processing components input the direct deposit data on the beneficiary’s Title II record that are not a part of mass enrollments. The processing component offices are:
- * the FBU,
- * a border field office (FO), or
* the Office of Earnings and International Operations (OEIO).

During the initial claim interview, the FBU or boarder FO obtains direct deposit information when:
* International Direct Deposit (IDD) is available in the country of residence; and
* the claimant has an account at a financial institution in an IDD country or the U.S.

- * IDD is available in the country of residence; and
- * the beneficiary has an account at a financial institution (FI) in an IDD country or the United States.
The technician codes the information and includes it within the initial claims package.

D. Procedure for obtaining direct deposit information for initial claims
Ask if the beneficiary has either an account at an FI in an IDD country with that country’s currency or an account at a U.S. FI. If the applicant has an account, obtain and code the direct deposit information. Ask the applicant to notify the consular office or our agency of an account change in the future.
