GN 02301: Policy and Disposition of Underpayments

A. Inquiry when no underpayment is due
If the field office (FO), processing center (PC), or a National 800 Number Network (N8NN) agent receives an inquiry regarding a possible underpaid deceased beneficiary, review the beneficiary’s master benefit record (MBR) or payment history update system (PHUS)) to determine if an underpayment is due. If the office determines that there is no underpayment, explain why no underpayment is due.
B. Inquiry when underpayment may be due
If the FO, PC, or N8NN agent receiving the inquiry knows an underpayment is due, explain how and on what basis we may issue the underpayment. If the inquirer wants to file for the underpayment, take the request and any necessary proof. Follow instructions for the order of priority and taking the application in GN 02301.030 and GN 02301.050.
