BASIC (03-04)
A. Policy
Essential material is integral to the claimant's case and, whether favorable or unfavorable, must be retained by SSA in either an electronic or paper environment for a specified period. In support of the Agency's paperless initiative, annotate the electronic claims file as allowed by appropriate subject-matter procedures.
B. Definitions
Essential material is evidence that establishes fact or supports statements relevant to a point in issue.
A claims file is either an electronic file (e.g., MCS, MSSICS or RPS) or a paper file (see GN 01010.001B.7.).

3. Disability involvement
In addition to the material outlined in GN 01085.010C.1. and GN 01085.010C.2., ensure that title II claims and title XVI claims or postentitlement actions that involve disability contain only that medical material which:
is essential to the disability determination (see the NOTE below),
documents that the necessary development steps were completed in the proper sequence, and
will be required for the appeals process or to conduct future continuing disability reviews.
Discard material which is not essential to the determination. See DI 20503.001 for instructions on “Essential Claims Folder Material.”
Note: All documents pertaining to drug addiction and alcoholism should be retained while there is any possibility that the recipient will be receiving benefits for substance abuse.
