- 1. General
CDB has jurisdiction over all cases in which at least one claimant or beneficiary resides, or uses a mailing address, in a foreign country other than:

- * The British Virgin Islands;
- * Canada;
- * The Philippines; and
- * Western Samoa.
- 2. Preadjudicative development
CDB is responsible for:
- IBO is responsible for:
- * Developing all claims leads and inquiries;
- * Undertaking all development required to make a determination on a claim—including termination, suspension and deduction information; and
- * Handling preclaims earnings discrepancies involving NH's in foreign countries not listed in 1.
- 3. Postadjudicative development
CDB is responsible for:
- IBO is responsible for:
- * Developing and controlling unresolved issues on claims which can be partially adjudicated, even if the claim has been authorized and forwarded to the module;
- * Developing student claims where an entitled child files for student or disabled child benefits; and
- * Developing representative payee changes.
