From time to time U.S. consular officers report that a beneficiary who is in payment status is unable to properly manage his benefits or protect his own interests, or that a representative payee has died or is unsuitable. In some of these cases, because of knowledge that suspension of payments will result in hardship, the consular officer will recommend that direct payment to the beneficiary-payee be continued or that payment be immediately made to another person, pending complete development. Payment will be made temporarily to a substitute recommended by the consular office, provided the recommended payee completed an SSA-11-F6 (Application To Be Selected As Payee). Although an SSA-21 is needed, however, do not delay payment pending its completion.
