A. Introduction
All requests from individuals outside Romania must be made through diplomatic channels. Only the Ministry of the Interior in Romania will issue certificates to non-residents of Romania. In the case of direct contact between an applicant and a Romanian authority (either the Ministry of the Interior or a local vital statistics office), a negative reply is sent to the U.S. Embassy for transmittal to the applicant.
B. Procedure – Birth, Marriage, Divorce and Death Certificates

Since it takes four to eight months to get a reply from the Romanian authorities, do not follow up until 120 days have elapsed from the date the initial request was made.
