DI 55002: Ticket Eligibility

A. Process
When a ticket terminates for certain events in DI 55002.055A:
the beneficiary/recipient will receive a systems-generated ticket termination notice (see DI 55099.070 and DI 55099.071);
any representative payee, legal guardian, or authorized representative will receive a notice with the exact text of the notice being sent to the beneficiary/recipient (see DI 55099.075 and DI 55099.076); and
the Ticket to Work and the General Ticket Queries (see DI 55002.025) will reflect the individual's terminated ticket status.
B. Procedure - Program Service Center (PSC) or Field Office’s (FO'S) may have to take action to terminate or add a ticket in limited situations and only until current systems limitations are updated
The system will not have the capability to add or terminate a Ticket due to the following events until a future systems update is done. In the meantime, the FO or the PSC must use the “Add/Terminate Ticket” screen to take the appropriate action:
1. FO termination of a ticket:
An individual's ticket will be terminated in the FO in the following situations (see DI 55002.055A.2):
in the month SSA makes a final determination/decision not to reinstate entitlement to or eligibility for benefits for the individual under the EXR provisions (Reason 8: EXR DENIAL);
NOTE: This is not the determination that SSA makes about provisional (temporary) cash benefits. It is the EXR entitlement/eligibility determination requiring a favorable medical decision.
in the month in which the individual is eligible to receive another ticket because SSA reinstates entitlement to or eligibility for title II/XVI benefits under the EXR provisions (Reason 7: EXR REINSTATEMENT) (see DI 55002.010B.3.).
NOTE: Reinstatement of entitlement/eligibility requires a favorable medical decision. It does not mean that SSA has decided to pay provisional (temporary) cash benefits.
2. FO issuance of a new ticket:
A new ticket will be issued to an individual in the following situations:
in the FO in the month in which the individual is eligible to receive another ticket because SSA reinstates entitlement to or eligibility for title II/XVI benefits under the EXR provisions (see DI 55002.010B.3.);

The system will not issue a ticket to an individual over 64 (see DI 55002.005B.1.). A new ticket will be issued to an eligible individual age 64 to age 65 by an authorized user in the FO at the beneficiary's request.
NOTE: Reinstatement of entitlement/eligibility requires a favorable medical decision. It does not mean that SSA has decided to pay provisional (temporary) cash benefits.
C. Procedure—use of the ticket add/terminate screen (TATS) to add or terminate a ticket
The TATS screen allows an authorized user to add or terminate a Ticket.
NOTE: The TATS screen will perform two mutually exclusive functions. It will display either an ADD Ticket Screen or a Terminate Ticket screen only.
1. Access the TATS screen
To access the TATS screen:
select 32, “Continuing Disability Review File”, from SSA's main menu (MAIN)
select 11, “Ticket to Work”, and SSN or SSN and BIC on the MCDR screen
select 8, “TATS” and place an “X” next to Ticket Number on the Ticket Submenu TMEN) screen.
Press “ENTER” and the ADD TICKET or TERMINATE TICKET screen will be displayed.
2. Terminate a ticket
Select a reason 1 through 8 from the TERMINATE TICKET REASON field
Press “ENTER” to return to the TMEN screen.
3. Add a ticket
Select “Y” (Yes)
Press “ENTER” to return to the TMEN screen.
