DI 32001: Folder Preparation and Movement
TN 1 (12-10)
A. Intake and clearance
The disability determination services (DDS) must record the intake to and clearance from the DDS for each case. Use the systems facility in the DDS to transmit data to the appropriate SSA system after the examiner has completed the determination (or “no determination”).
Disability examiner involvement in systems processing varies from state-to-state.
B. DDS responsibility for disability determination input:
-
The DDS generally enters the disability decisional data for:
Title II initial and reconsideration allowance and denial claims including statutory blindness determinations.
-
Title XVI initial and reconsideration affirmations allowance and denial claims including statutory blindness determinations.
NOTE: If statutory blindness was previously determined and benefits ceased due to SGA, a new claim for cash benefits should be sent to the PC rather than the DDS. See DIB Attainment case processing in DI 13010.135G and DI 41001.001C. In the event a DIB attainment case is misrouted to DDS, the case should be returned to the FO to forward to PC.
The DDS does not enter the disability decisional data for:
-
Any determination if:
Selected for OQR review;
Processed as a “no determination” case;
An adverse reopening;
The claimant is deceased; or
A type of claim change other than from disabled to blind is required and the claim is being routed directly to the FO per the instructions in SM 05905.308.
-
Title II determination if it is a:
“Prisoner” case (see DI 23501.000);
“Trial Work Period” case (see DI 28050.001);
Medicare Qualified Government Employment (MQGE) case (see DI 23540.000);
Totalization case (see DI 23550.000);
Continuing disability review (CDR) “301” case (see DI 28060.000); or
Extended period of eligibility (EPE) case (see DI 28055.000).
-
Title XVI determination if it is a:
“Systems Limitation” case;
Reconsideration reversal; or
Favorable reopening.
C. DDS case control responsibilities
The DDS inputs data to show all case movement. SM 05900.000 provides complete disability data processing instructions. SM 06002.000 provides complete instructions for accessing and querying the National Disability Determination Services System (NDDSS).
