DI 11020: Childhood Disability Benefit (CDB) Cases
BASIC (07-08)
Do not initiate disability development (i.e., do not complete the SSA-3368-BK or other disability forms) if:
It is obvious the claim will be disallowed on the basis of a nonmedical factor of entitlement;
The claimant is currently entitled to another disability benefit and the Field Office (FO) can fully adopt the prior determination (see DI 11011.001B.1.e. “Collateral Estoppel – General” and DI 11011.005 “FO Adoption Decision”); or
The claimant is currently entitled to childhood disability benefits (CDB) on another record and the claimant has not performed SGA since the established onset. Obtain a Master Beneficiary Record (MBR) to verify current payment status on the other record, complete an SSA-831-U3 per DI 11011.020 “Completion of the SSA-831-U3 In Adopted Decisions”, and process the new claim following normal procedures.
NOTE: If the new CDB entitlement is an adverse action, it is excluded from District Office Final Authorization (DOFA), see item a in DI 11020.085.
