  • 1. General
  • CDB has jurisdiction over all cases in which at least one claimant or beneficiary resides, or uses a mailing address, in a foreign country other than:

  • * The British Virgin Islands;
  • * Canada;
  • * The Philippines; and
  • * Western Samoa.
  • 2. Preadjudicative development
  • CDB is responsible for:
  • IBO is responsible for:
  • * Developing all claims leads and inquiries;
  • * Undertaking all development required to make a determination on a claim—including termination, suspension and deduction information; and
  • * Handling preclaims earnings discrepancies involving NH's in foreign countries not listed in 1.
  • 3. Postadjudicative development
  • CDB is responsible for:
  • IBO is responsible for:
  • * Developing and controlling unresolved issues on claims which can be partially adjudicated, even if the claim has been authorized and forwarded to the module;
  • * Developing student claims where an entitled child files for student or disabled child benefits; and
  • * Developing representative payee changes.
